Clean and circular electronics: Commission ends use of mercury in lamps as mercury-free alternatives prevail

The Commission has adopted a package of rules ending a broad range of existing exemptions for the use of mercury in lamps. Under EU rules restricting the use of certain hazardous substances in electrical and electronic equipment, electronics that contain mercury cannot be placed on the market, except if time-limited and application-specific exemptions are granted by the Commission. Most of these exemptions for general lighting will be discontinued as assessments conducted by the Commission since 2016 concluded that safe, mercury-free alternatives are widely available for fluorescent lamps. The new rules aim to increase the protection of health and the environment form this hazardous substance, as well as boost innovation and promote cleaner products.
在欧盟委员会通过之后，这12项授权法案将提交给欧洲议会和理事会，两者将有两个月的时间（如有需要，可延长至四个月）来决定是否接受这些法案，但无法对法案内容作出修改。最终通过后，成员国将有六个月的时间将其纳入国家立法。
12项授权法案涉及的附录III中汞豁免条款如下：
l 1(a)-(e): 一般照明用途的单端（紧凑型）荧光灯
l 1(f): 特殊用途的单端（紧凑型）荧光灯
l 1(g): 寿命≥20000小时，功率<30 W的一般照明用途单端（紧凑型）荧光灯
l 2(a)(1)-(5): 一般照明用途的双端直管型荧光灯
l 2(b)(3): 非直管型三基色荧光灯
l 2(b)(4): 其他一般照明和特殊用途的荧光灯
l 3(a)-(c): 特殊用途的冷阴极荧光灯和外电极荧光灯
l 4(a): 其他低压放电灯
l 4(b): 显色指数Ra大于60的一般照明用途高压钠（蒸气）灯
l 4(c) I-III: 其他一般照明用途的高压钠（蒸气）灯
l 4(e): 金属卤化物灯
l 4(f): 其他特殊用途的放电灯
